The Homeless Action Center (HAC) is proud to share our latest report on the first two years of the Unsheltered Seniors Project, a special initiative funded through a three-year grant from the U.S. Department of Housing and Urban Development.
The project focuses on helping unsheltered seniors (people over age 55) access public benefits, such as General Assistance (GA), federally funded SSI, Medi-Cal and Denti-Cal health insurance, Supplemental Nutrition Assistance Program (also known as CalFresh or food stamps), and housing. The Unsheltered Seniors Project provides services to elders experiencing homelessness with a low-barrier model that combines outreach, legal benefits advocacy, and housing navigation. In just the first year of operation, HAC’s small but mighty team assigned to the project was responsible for 19% of cases in which homeless people across Alameda County became permanently housed.
In this report, we cover an overview of the HAC model, outcomes data, examples of cases that were worked on during the timeline of the project, and some key takeaways. We believe that our clients and all unhoused people deserve the stability that comes with safe and permanent supportive housing. We look forward to working with various partners to continue this work in Alameda County and beyond to help replicate and adapt this model in other areas.
