The Homeless Action Center provides free legal assistance with a range of public benefits programs, including Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Medi-Cal, CalWorks, Cal-Fresh (food stamps) General Assistance (GA) and Cash Assistance Programs for Immigrants (CAPI).  We also provide informal advice and referrals for non-benefits related legal issues.

All low-income residents of Alameda County are eligible for HAC’s services.  HAC represents individuals from a variety of backgrounds, including Cambodian refugees, previously incarcerated individuals, survivors of domestic violence and homeless veterans, to name but a few.

Staff languages include Spanish, Mandarin, Cantonese, Khmer, Vietnamese, Korean, Arabic, Hindi, Punjabi, Urdu, Russian, Portuguese, French and German.  For other languages, HAC has interpreters on call.  Staff are trained to be familiar with complicated issues around race, class, gender, sexual orientation and gender identity.  HAC has a zero tolerance policy for any kind of discrimination or bias.
